<strong>Electric Vehicle (EV) policy 2023<\/strong> for <strong><em>five<\/em><\/strong> years, to promote eco-friendly transportation and reduce air pollution in the State.<\/p>\n\n<h4><span style=\"color: #ffcc00;\"><strong>Aim<\/strong>: <\/span><\/h4>\n<p style=\"text-align: justify;\">The policy aims to achieve <strong>15%<\/strong> of the new vehicles purchased and registered in Bihar are electric vehicles by <strong>2028<\/strong>.<\/p>\n\n<h4><span style=\"color: #ffcc00;\"><strong>Objective<\/strong>:<\/span><\/h4>\n<ul>\n \t<li style=\"text-align: justify;\">To make Bihar a model state for developing an Electric Vehicle transport ecosystem.<\/li>\n \t<li style=\"text-align: justify;\">To develop an accessible and robust network of EV charging infrastructure in the state.<\/li>\n \t<li style=\"text-align: justify;\">To encourage startups and investment in the field of electric mobility and associated support sectors like data analytics, IT, R&amp;D, etc.<\/li>\n \t<li style=\"text-align: justify;\"><span style=\"font-size: 16px;\">To improve the quality of the environment by reducing air pollution<\/span><\/li>\n<\/ul>\n<h4><span style=\"color: #ffcc00;\"><strong>Incentives and Subsidies<\/strong>:<\/span><\/h4>\n<p style=\"text-align: justify;\">The EV policy introduces various measures to incentivise the adoption of electric vehicles, such as:<\/p>\n\n<h5><span style=\"color: #ffcc00;\">1). <strong><u>Electric Two-Wheelers<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>\u20b9 5,000\/- per KWH<\/strong> purchase incentive, up to a maximum for the <em><strong>first<\/strong><\/em> <strong>10,000<\/strong> electric two-wheelers (purchased &amp; registered in Bihar), with an upper limit of <strong>\u20b910,000\/-<\/strong> per vehicle for SC\/ST and a maximum of <strong>\u20b97500\/-<\/strong> per vehicle for others.<\/li>\n \t<li style=\"text-align: justify;\"><strong>75% rebate in Motor Vehicle Tax<\/strong> for the initial 10,000 electric two-wheelers, followed by a <strong>50%<\/strong> rebate for subsequent purchases.<\/li>\n \t<li style=\"text-align: justify;\">Mandate for licensed Aggregators to maintain a percentage of electric two-wheelers in their fleet over specific years.<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for Aggregators encouraging the operation of electric two-wheelers by 2028.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">2). <strong><u>Electric Three-Wheeler (Passenger Vehicle)<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>50%<\/strong> rebate in Motor Vehicle Tax for electric three-wheelers during the policy period.<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for newly registered electric three-wheelers.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">3). <strong><u>Electric Three-Wheeler (Goods Carriage):<\/u><\/strong><\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>50%<\/strong> rebate in Motor Vehicle Tax for electric three-wheelers (goods carriage).<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for newly registered electric three-wheeler goods carriages.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">4). <strong><u>Electric Four-Wheeler<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>\u20b910,000\/- per KWH<\/strong> purchase incentive, up to a maximum for the first <strong>1,000<\/strong> electric four-wheelers, with an upper limit of <strong>\u20b91,50,000\/-<\/strong> per vehicle for SC\/ST and a maximum of <strong>\u20b91,25,000\/-<\/strong> for others.<\/li>\n \t<li style=\"text-align: justify;\"><strong>75%<\/strong> rebate in Motor Vehicle Tax for the initial 1,000 electric four-wheelers, followed by a <strong>50%<\/strong> rebate for subsequent purchases.<\/li>\n \t<li style=\"text-align: justify;\">Similar mandates for licensed Aggregators as in the case of two-wheelers.<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for Aggregators encouraging the operation of electric four-wheelers by 2028.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">5). <strong><u>Light Electric Motor Vehicle (Goods Carriage)<\/u>:<\/strong><\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>50%<\/strong> rebate in Motor Vehicle Tax for light electric motor vehicles (goods carriage).<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for all light electric motor vehicles (goods carriage).<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">6). <strong><u>Heavy Electric Motor Vehicle (Bus and Goods Carriage)<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\"><strong>75%<\/strong> rebate in Motor Vehicle Tax for the first two years for heavy electric motor vehicles (bus and goods carriage).<\/li>\n \t<li style=\"text-align: justify;\">50% rebate for subsequent years.<\/li>\n \t<li style=\"text-align: justify;\">Exemption in permit fees for all heavy electric motor vehicles during the policy period.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">7). <strong><u>Common Provisions for All Categories<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\">Scrapping incentives for old vehicles for EV owners.<\/li>\n \t<li style=\"text-align: justify;\">Incentives applicable <em><strong>only<\/strong><\/em> to EVs complying with <strong>FAME<\/strong> (<strong>Faster Adoption and Manufacturing of (Hybrid and) Electric vehicles) India<\/strong> scheme&#8217;s Technology Definition for each category.<\/li>\n \t<li style=\"text-align: justify;\">Subsidized parking for personal EVs provided by municipal authorities.<\/li>\n \t<li style=\"text-align: justify;\">Limitation on claiming similar incentives under other state government schemes.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">8). <strong><u>Charging Station Infrastructure<\/u><\/strong>:<\/span><\/h5>\n<ul>\n \t<li style=\"text-align: justify;\">Focus on establishing accessible EV charging stations in Bihar.<\/li>\n \t<li style=\"text-align: justify;\">Incentives for various charger categories applicable for three years.<\/li>\n \t<li style=\"text-align: justify;\">Chargers categorized based on type, speed (slow\/moderate, fast, and fast CCS\/CHAdeMO) and number of guns (charging points).<\/li>\n \t<li style=\"text-align: justify;\">Incentives cover equipment\/machinery purchase and installation costs.<\/li>\n<\/ul>\n<h5><span style=\"color: #ffcc00;\">9). <strong><u>Operational Models for Charging Stations<\/u><\/strong>:<\/span><\/h5>\n<h6><span style=\"color: #ffcc00;\">9.1). <strong><u>Private Charging Station:<\/u><\/strong><\/span><\/h6>\n<ul>\n \t<li>\u00a0 For residential use, incentives
